It was adopted by more than 178 governments at the United Nations Conference on Environment and Development (UNCED), the 1992 Earth Summit held in Rio de Janeiro, Brazil.
The 2002 World Summit on Sustainable Development in Johannesburg reaffirmed the implementation of Agenda 21; Agenda 21 did not originate there.

The United Nations Conference on Environment and Development (UNCED), commonly known as the Earth Summit, was held in Rio de Janeiro, Brazil, from 3 to 14 June 1992.
Major outcomes of the 1992 Earth Summit included Agenda 21, the Rio Declaration, the Convention on Biological Diversity and the opening for signature of the UN Framework Convention on Climate Change.
Rio de Janeiro also hosted the United Nations Conference on Sustainable Development in 2012, commonly known as Rio+20.
